Why is it when people call travel agents or hotels they 'play games' of hiding information from the rep?

I've known several travel agents and hotel company people who say callers oftentimes withhold information, tying to get the best rate, but not telling the rep what they are actually looking for. Why do people play these obnoxious, time-wasting games?

1. ... to save money. Hotel rates are all over the map from the cheapest discounts to rack rates. I would ask why do hotels play games and not just publish reasonable rates for everyone? Mike Honeycutt
2. Because some I'm sure feel if they withhold info then they will get better pricing. It's amazing how people value there time. Considering some will search on line for 4 hours or call 12 travel agents just to say $5.00. Hey it's happened. I have been told when I call someone "No I booked it here it was a few dollars lower". So in all that time it took to get that 5 bucks lower was it worth it? Not to me it isn't. I'm swamped with my job/life and my time is precious to me!
